I used Sony Vegas 9.0 for the WHOLE video (i didnt use after effects, although im pretty sure a similar and probably better effect could of been achieved with after effects) If you want to replecate the effect yourself (it worked on ponies, im not sure about other videos), use these 3 effects -Black and white, 100% -Sharpen, Set to 100% -Starburst bright center (i had to muck around with the settings for EACH clip to try and get it to work with this effect, and as you can probably tell, some clips trned out alot better than others) Also do beware, and something i found out, is that clips with LIGHT COLOURED (whether it be interior or exterior, didnt matter a whole lot) work much better than clips with DARKER COLOURED backgrounds. (often the darker coloured backgrounds didnt even work at all) There really was alot of trial and error with these effects, often it didnt work aswell as anyone would of liked. Which is also my excuse as to the probably unnacceptable (even for me) use of repeat clips.
